Council members recalled that the same ladder truck had needed its transmission replaced earlier this year, when it broke down while being driven to Park Rapids after the department bought it used.
“They called me, and without our administrator … I said, ‘Go ahead. It’s an emergency vehicle,’” said Leckner, alluding to the recent resignation of City Administrator Ryan Mathisrud.
Leckner said the truck was taken to Fargo to replace an exhaust gas recirculation valve, which was causing the engine to overheat. He estimated that the repair would cost $3,000 for parts, plus an unknown amount for labor. The fire department still has about $5,000 in its truck repair budget, he said.
“The rest would come from the liquor store (reserves),” he said, “but it’s something that has to be repaired.”
Leckner said the fire truck, which has a Cummins engine, was taken to Cummins in Fargo. “This part that’s blown out is a known problem,” he said. “That’s why they’re putting a new cooler line in; or it sounds like they’re refabbing it, and that should take care of the problem.”
The council was asked to renew Hubbard County Attorney Jonathan Frieden’s contract as city prosecutor for 2021-22, at a monthly rate of $5,798 during the first year and $5,972 (a 3 percent increase) during the second.
Council member Erika Randall acknowledged that Frieden’s office is the best option for providing criminal legal services to the city.
Noting that the renewal isn’t urgent, since the current contract runs through the end of 2020, Randall said she would like to see a report about the number of cases handled during each of the previous three years.
Council member Tom Conway moved to refer the contract renewal back to city staff, to present again with the desired information at either of the two council meetings in October.
In consent items and general business, the council:

Paid TKDA $34,025 for professional services regarding the municipal airport terminal area taxilanes project.

Hired Dawn Rouse as a part-time accounts payable clerk at $15 per hour, effective Sept. 23.

Appointed Elmer Schoon to the Park Rapids Parks and Beautification Board.

Approved ordinances on second reading rezoning 10 parcels from R-1 single-family residential to R-2 single, two-family and townhouse residential.

Approved payables totaling $189,382 and prepaids totaling $66,485.
The city council’s next meeting is scheduled for 6 p.m. Tuesday, Oct. 13 at city hall.
